Sylwia Bialek-Gregory has served as Executive Manager Research & Consulting at the Institute of Energy Economics at the University of Cologne (EWI) since September 2025. In this role, she is responsible for the institute’s strategic and academic development. Her research focuses on the optimal design of energy markets and the economic evaluation of policy instruments, productivity trends, and structural change. Alongside her research and advisory work at EWI, she also teaches at the University of Cologne.

After studying International Relations as well as Finance and Banking at the Warsaw School of Economics, she earned her Ph.D. in Economics from Goethe University Frankfurt. She then joined the New York University, first as a postdoctoral fellow and later as an economist. She subsequently joined the research staff of the German Council of Economic Experts (“Wirtschaftsweise”). There, she was responsible for environmental and energy policy and initially headed the Microeconomics Division before later leading the Public Finance and Productivity Division.

She serves on a number of advisory and expert bodies, including the Advisory Board of the Competence Center for Climate Protection in Energy-Intensive Industries (KEI), the Technical Advisory Board of DENEFF, and the dena Expert Group on Data Economics in the Energy Sector.
